1. Temporay Suspension of Mrs Elyse MUKARUKUNDO, a Non-Physician Anaesthetist registered under N^o. 01670113.

Reference to the incident that took place at KlBAGABAGA District Hospital that led the patient who was coming for delivery to go into prolonged unconsciousness (coma) since 8^thAugust 2017 until now following a Caesarean section that was undertaken under the provision of Spinal Anaesthesia:

1.      A Joint Investigation process was conducted by the Rwanda Medical & Dental Council (RMDC) and the Rwanda Allied Health Professions Council (RAHPC);

2.      A Joint Hearing Session was conducted by RAHPC, RMDC and National Council for Nurses and Midwives (NCNM); of which Elyse was given an opportunity to be listened to, including other team members present during the operation; as stipulated in the law N^o. 46/2012 of 14/01/2013;

3.      After extensive review of the various reports and the patient medical files, it was clearly established that Elye MUKARUKUNDO, a registered Anaesthetist (NPA) exhibited professional incompetence and negligence.

 Pursuant to the law and by-laws of the Council, Elyse has been therefore suspended for 12-months from practicing as a Health Professional with immediate effect.

In addition, she was recommended to undergo a 12-Month supervised training in a teaching health facility after which her case shall be professionally reviewed.
